شهدتها الجمهورية العربية السورية الشقيقة بإهتمام دول مجلس التعاون ، على جميع المستويات ، حيث توالت النداءات والمناشدات من قبل مجلس التعاون للحكومة السـورية باستخدام الحكمة ، ووضع حد لإراقة الدماء ، والعمل على تفعيل إصلاحات جادة وفورية ، تلبي تطلعات إرادة الشعب السوري الشقيق ، مع التأكيد الدائم على حرص دول المجلس على أمن واستقرار ووحدة سوريا. وقد تبنت دول مجلس التعاون موقفاً داعماً للمبادرة العربية ، التي اعتمدها المجلس الوزاري للجامعة العربية ، في 28 أغسطس 2011م ، والتي جاءت نتيجة لإستمرار وتصاعد أعمال العنف والقتل ضد المدنيين . وفي هذا السياق قررت دول المجلس سحب سفراءها لدى سوريا ، وطلبت من جميع سفراء النظام السوري مغادرة أراضيها. ودعا أصحاب الجلالة والسمو قادة دول مجلس التعاون في الدورة الثانية والثلاثين للمجلس الاعلى (الرياض ، ديسمبر 2011م) الحكومة السورية إلى تطبيق جميع بنود المبادرة العربية . وأيدت دول المجلس جميع القرارات الصادرة عن الجامعة العربية بهذا الخصوص ، ومن بينها خطة العمل العربية التي تم إقرارها بتاريخ 23 يناير 2012م ، وقرار الجامعة العربية في 12 فبراير 2012م. ونظراً لتمادي النظام السوري في القتل والتنكيل بالشعب السـوري الأعــزل ، قـــررت دول مجلس التعـاون ، في 16 مارس 2012 ، إغـلاق ســـفاراتها فـي دمشــق . وفي اليوم ذاته ، طالب معالي الأمين العام لمجلس التعاون المجتمع الدولي بإتخاذ مواقف حازمة وعاجلة لوقف ما يجري في سوريا من قتل وتعذيب وانتهاك صارخ لكرامة الإنسان السوري وحقوقه المشروعة. رحبت دول المجلس بقرار مجلس جامعة الدول العربية ، على المستوى الوزاري ، في دورته غير العادية المنعقدة بتاريخ 3 يونيه 2012م في الدوحة ، الذي دعت فيه مجلس الأمن إلى اتخاذ الإجراءات اللازمة لضمان التطبيق الكامل والفوري لخطة السيد كوفي عنان ، في إطار زمني محدد ، بما في ذلك فرض تطبيق النقاط الست التي تضمنتها الخطة عبر اللجوء إلى الفصل السابع من ميثاق الأمم المتحدة. كما أيدت دول المجلس الأعضاء في مجلس حقوق الانسان التابع للأمم المتحدة قرار اللجنة الثالثة لحقوق الانسان في الجمعية العامة للأمم المتحدة بتاريخ 21 نوفمبر 2011م ، الذي يُدين السلطات السورية بانتهاك حقوق الانسان ، ودعوته إلى وقف الانتهاكات الجسيمة ضد المدنيين ، والى تطبيق الخطة العربية فورا . كما أشادت دول المجلس بقرار مجلس حقوق الانسان ، التابع للأمم المتحدة الصادر في جنيف بتاريخ 1 يونيو 2012م ، الذي أدان فيه عمليات القتل ، وطلب من لجنة التحقيق الدولية المستقلة حول سوريا إجراء تحقيق خاص بشأن المجزرة التي وقعت في الحولة. ولقد شاركت دول المجلس في مؤتمرات اصدقاء سوريا ، الأول الذي عقد في تونس يوم 24 فبراير 2012م ، والثاني في اسطنبول يوم 1 أبريل 2012م . وايدت اتفاق جنيف ، حول سوريا الذي توصلت له مجموعة العمل في 30 يونيو2012 ، ومن بعده الاتفاق الامريكي الروسي الداعي لعقد جنيف 2.
